A lady at the auction told me that this bike belonged to her brother.
She said he was a paper boy and would get up early every morning and use it to deliver the paper before school. I believe it is from the 50's but not for sure of the exact year. It does need to be cleaned up and has some paint scratches, a dent or two on the fender and some surface rust as shown in the pictures but nothing major.
